Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Responsible and accountable for the provision of commercial contract oversight including Contractor relations within Fraser Health (FH). Participates in the implementation of Contract Management's strategic plan and roadmap. Ensures that key issues related to contract administration and contractor performance are clearly managed during the contract life cycle. Formulates an operational plan, business processes, and contract methodologies by working closely with program areas within FA. Develops positive and collaborative relationships with programs stakeholders including key contractors, Systems Optimization, Finance, PHSA Accounts Payable, IMIT, Physician Services, LTC/AL, MHSU, PCN, Facilities, members of appropriate Supply Chain Management Associations, as well as Contract Management Leaders in other health authorities. Collaborates with FH Legal Counsel, Director of Contract Negotiations, and Manager of Contract Enablement to ensure contract strategy, performance management, reporting, and contract enabling software, procure to pay processes for contracted services are managed effectively.Responsibilities
- Provides contract management and contractor relations leadership, ensuring consistency with the strategic plan of FH, by initiating the development of goals and objectives and setting priorities for planning and implementation strategies to improve commercial compliance and generate value within FH Programs.
- Leads redesign and restructuring initiatives, including adoption of best practices, to integrate and streamline contract management processes across programs, optimize quality, and maximize productivity and cost efficiencies.
- Formulates and recommends an operational plan in conjunction with FH programs to ensure that the life cycle of contracts are effectively monitored and managed from contract implementation through to contract close. This also incudes developing and communicating key performance indicators to help manage the performance of each phase of the contract lifecycle.
- Builds strong & progressive contractor partnerships based on fairness, patient care focus, realignment of processes and procedures and the building of strong linkages with all clinical and administrative teams. Identifies continuous improvement opportunities to enter into new partnerships that add value to the organization and enhance patient care delivery.
- Leads and performance manages designated managers and staff, and promotes cooperative working relationships while motivating them towards the attainment of organizational goals.
- Leads and facilitates contract review committees within each FH program area in order to highlight & improve contractor relations and performance, contract expirations, compliance, operational KPI's, and continuous improvement initiatives.
- Ensures all facets of contract management & performance meets or exceeds client expectations and meets all requirements of the FH Programs.
- Collaborates with FH Executive Directors, Physicians, and clinical and/or administrative leaders to develop buy-in for the development of contract management and performance strategies.
- Participates at all major contract negotiations with contractors and/or service providers.
- Ensures that the Executive Director, Contract Management is informed of and aware of significant events and/or activities.
- Works closely with Manager of Contract Enablement, Legal Counsel, and Project Leads in the facilitation of Commercial Awareness sessions within FH Programs.
- Provides leadership and support in the implementation and training of contract management software systems within department and within FH Programs.
Qualifications
Education and Experience
Master's Degree in Business Administration or related discipline, supplemented by seven (7) to ten (10) years' recent, related experience in leading the overall sourcing or contract management function in a large, multi-site organization, or an equivalent combination of education, training and experience.
