To support the growth in Fraser Health, our Talent Acquisition Team is looking for a hiring leader with experience as a Clinical Manager. In this crucial role you will lead the hiring for Pediatric med/surg, Adult med/surg, Rehabilitation, Palliative Care, Focused Care (telemetry, cardiac, stroke, complex medical), HAU and ICU. Working with our recruitment team to maximise their applicant sourcing skills and with our operations department Managers to provide them with the exceptional talent needed to provide topnotch patient care.

This role is intended for individuals who have or have had previous Manager, Clinical Operations experience and will use those well honed skills in the selection of new talent.

We have exciting opportunities for temporary full time Manager, Centralized Hiring & Workforce Initiatives to join our team at Central City Tower located in Surrey, BC.

Qualifications:

  • Bachelor’s degree in Nursing, Allied Health or Business Administration and/or other relevant clinical discipline.
  • Seven (7) years’ recent related clinical experience in a health care environment.
  • Two (2) years’ experience in a clinical healthcare leadership role.
  • Current registration/membership with a recognized professional association as appropriate

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Director, Talent Acquisition and Onboarding, the Centralized Hiring Manager is responsible for the selection and hiring of the allocated program’s staff. Leads and oversees the planning, implementation and evaluation of the assigned program’s hiring operations and workforce strategy and activities, and ensures quality improvement of the related activities. Leads an interdisciplinary team and works as a team player with colleagues and co-workers and in collaboration with key internal and external partners to achieve excellence.

Develops and sustains positive relationships across the Health Authority and works closely with the Talent Acquisition team as part of a collaborative team and in partnership with Employee Experience colleagues, and operational directors and managers in order to achieve hiring targets and a positive onboarding experience for staff.


Responsibilities

  1. Contributes to the development and implementation of the overall strategic staffing plan and implements, evaluates and reports on the hiring strategy.
  2. Completes candidate interviews, creates and communicates hiring decisions for the assigned program and participates in the development of standard interview/screening tools.
  3. Works as part of a collaborative team within Employee Experience and operations to set and achieve hiring targets.
  4. Monitors HRIS data, information and trends for Talent Acquisition and hiring issues/gaps and flags anticipated staffing shortages for proactive planning.
  5. Works with Talent Acquisition & Onboarding team on the development of a recruitment strategy and health authority wide marketing strategy.
  6. Leads strategic resourcing projects and initiatives and regularly reviews and leads the analysis of turnover and retention data to support work force strategy.
  7. Ensures the on-boarding of staff occurs in a timely and efficient manner, and reviews new-hire documentation and training requirements and ensures updates as needed.
  8. Prepares and distributes communication and/or presentations related to hiring initiatives/strategy.
  9. Liaises with the Employee Experience team, education partners and other organizations to identify recruitment opportunities and partnerships.
  10. Chairs and/or participates in relevant team and regional meetings.
  11. Ensures that processes and systems are continuously reviewed and improved, that outcomes are measured and that improvements are implemented.
  12. Develops, distributes and presents reports/dashboards to regional leadership on hiring metrics and applicant/new hire experience.
  13. Applies effective coaching and performance management processes in an interdisciplinary team environment.
  14. Identifies, develops and implements goals and objectives for the portfolio to optimize resources and ensure effective processes. Seeks educational opportunities for staff to learn and incorporate best practices.
  15. Oversees an assigned budget for the portfolio by ensuring effective use of resources monitoring expenditures, and investigating and reporting on variances. Supports clarity of roles, adherence to accreditation and practice standards and safe delivery of services.
  16. Develops collaborative partnerships to facilitate optimal delivery of program services to address client priorities while reducing gaps and overlaps.
  17. Provides leadership in the resolution of ethical, legal and other issues.

Qualifications

Bachelor's Degree in Health or Business Administration plus seven (7) years of recent related experience preferably in the health sector or an equivalent combination of education, training and experience. Current registration / membership with a recognized professional association as appropriate.
