Communications Specialist
Human Capital Management (HCMS) Project

The Communications Specialist is responsible for providing advice and communications services to the provincial Human Capital Management System (HCMS) Transformation Project Office (TPO), to agencies, services, programs, seven BC Health Authorities/Organizations, and to other partners and interest holders (internal and external) with regards to the HCMS Program.

Reporting to the Director, Change Management, Communications and Engagement, the Communications Specialist develops and supports implementation of comprehensive communication strategies, leads implementation of communication and engagement strategies, including brand and related tactics, and provides expertise and guidance to colleagues by writing, editing and producing communications materials for and related to the provincial HCMS Program. The Communications Specialist plans strategy and develops a coordinated action plan to ensure communication and engagements are high-quality, consistent, and facilitate change while maintaining positive working relationships with both internal and external interest holders.

Key Accountabilities

  • Develops and supports implementation of communication plans, as directed, to improve internal and external awareness and understanding of HCMS initiatives and priorities, and promotes a positive reputation for the provincial HCMS Program and its implementation at seven BC Health Organizations.
  • Writes, edits, and produces engaging communications such as on-line media, website, Intranet, internal briefs, newsletters, brochures, annual reports, displays, speaking notes, educational materials, and presentations. Ensures quality, consistency, and effectiveness of complex communication materials.
  • Determines content in conjunction with Director, Change Management, Communications and Engagement, HCMS Program leaders, and Health Authority/Organization interest holders. Researches and writes diverse communications materials, and works with others such as Indigenous Health and Diversity, Equity and Inclusion specialists, designers, photographers, and printers as needed.
  • Provides advice and guidance to HCMS Program team members and to project leaders, consultants, and leaders from all BC Health Authorities/Organizations in all aspects of written work and materials to do with the HCMS Program to ensure accurate, quality messages.
  • Liaises with representatives from PHSA and other Health Authorities/Organization through existing provincial Human Capital Management System (HCMS) Program governance and teams, the Ministry of Health, provincial and federal agencies, and affiliated professional organizations and groups, to promote the provincial HCMS Program, respond to requests for information, and collaborate on joint initiatives and events.
  • Represents the voice of the HCMS Program through communication channels including social media. Actively monitors and responds to social media mentions and, when necessary, identifies exchanges that need to be elevated to the HCMS Transformation Project Office (TPO) or Change Management Office (CMO). Leads the development, implementation and evaluation of the HCMS Communication Plan and its performance objectives.
  • Maintains awareness of new developments and trends in communications through literature review, contact with peers at other organizations, industry advisor groups and professional associations, and attendance at seminars, workshops, and education programs.

What you bring
Qualifications

A level of education, training, and experience equivalent to a Bachelor's degree in a relevant discipline such as Communications, Journalism or Public Relations and at least five years of experience in a communications role. Excellent interpersonal and communications skills (verbal and written); solid business and promotional writing and the ability to create compelling publications; skill and proficiency in organizational electronic communication technology, desktop publishing and web-based technology practices. Strong working knowledge of Microsoft Office, MS Teams and SharePoint. Proficiency in presentation and facilitation software such as Canvas and Mural are an asset. The ability to handle highly confidential and sensitive issues with skill, tact and diplomacy is important, as are excellent decision making skills; ability to work independently and as part of a team; flexibility to reprioritize quickly to meet changing priorities. Ability to meet tight deadlines and work under pressure.

Job Type: Casual temporary full-time hours

This project will commence January 2025 for 6 months with a potential extension.

Wage: $39.00 - $51.00/hour - as a casual employee, total earnings include an additional 13% in lieu of benefits and paid vacation. The rate for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan
