What will you be doing!

  • Ensuring the application of Contractor Management, is consistent with the requirements for the Contractor Management function.
  • Liaising with Procurement personnel as required to assist and support in defining contract and solicitation requirements, ensuring that Contractor Management matters are adequately identified and captured for contractor qualification and competency in performing identified work.
  • Assisting in the evaluation process as required.
  • Supporting site visits and expectation setting during the bid period.
  • Liaising with Contractor Management, Delivery Programs, Security, and Dosimetry regarding the onboarding of new Construction Contractors and providing support as required.
  • Advising construction contractors on CNL onboarding, off-boarding, and re-boarding arrangements, including support for access to CNL standard training and addressing any contract-specific requirements.
  • Working with the Contractor Management Specialist - Delivery Programs and utilizing technology capabilities to ensure CNL is aware of all contractors on-site and their whereabouts.
  • Collaborating with Construction to assess Contractor Supervisor competencies when not previously evaluated during the bid process or after personnel changes.
  • Working to ensure contractors have Subcontract Management Plans in place that cover the contract lifecycle, aligning with CNL's expectations/requirements, and ensuring appropriate oversight arrangements are established.
  • Ensuring the contractor executes planning for work in accordance with their policies and procedures to ensure proper hazard assessment and integrated work control documentation is in place before work begins and maintained throughout the contract.
  • Increasing awareness and supporting pre-planning for the return to work after shutdowns, holidays, or other non-work periods.
  • Supporting independent assessments across missions to ensure Contractor Management standards are met, collaborating with other support functions to complete assessments.
  • Encouraging a positive working relationship between CNL and contractors, promoting transparency, trust, and a proactive safety culture.
  • Assisting in the development of oversight plans to ensure routine oversight activities take place and are documented.
  • Supporting in auditing contractors' safety programs.
  • Participating in field walkdowns to assess site housekeeping and conduct proactive behavioral safety observations, contributing to safety statistics.
  • Supporting and encouraging inputs for the Construction Management Safety Dashboard, working with Construction and OSH to identify potential trends and focus on actions to mitigate issues outlined in the 30- and 60-day look-ahead.
  • Collaborating with Supply Chain and Projects to ensure all construction contracts use CNL's Contractor Performance Scorecard consistently.
  • Working with relevant Contract Managers/Contract Assistant's to ensure balanced feedback from Projects on contractor performance, particularly related to safety and field activities, as outlined in CNL's Scorecards.
  • Supporting the closeout of impacts related to Contractor Management, coordinating with relevant parties as required.
  • Ensuring contractor performance is documented regularly and upon contract completion, capturing lessons learned, moderating feedback, and integrating improvements into the acquisition or execution process.
  • Supporting formal contractor communications and performance letters when relevant contractor management issues arise.
  • Ensuring that before any changes to the contractor's scope (Change Orders or New Task Orders), the contractor remains competent for the type of work.
  • Supporting and potentially leading Contractor Forums, communities of practice, and other venues to set Contractor Management expectations and facilitate knowledge transfer.
  • Assisting in the development of enhancements to the Contractor Management Standard based on lessons learned, promoting continuous improvement.
  • Supporting working groups in the creation of new initiatives, ensuring appropriate stakeholder input and agreement.
  • Promoting awareness of contractor management in project delivery, particularly in construction, including educating and training Project Teams.
  • Participating in the delivery of CNL Contractor Representative (CCR) Training for personnel overseeing construction, including ongoing development of training modules.
  • Supporting OSH in developing and delivering the Contractor Safety Forum(s), ensuring contractors are informed about safety matters, site changes, procedures, rules, work controls, and site logistics.
  • Promoting and upholding a solid understanding of ethical contracting and best business practices in line with the CNL Code of Conduct.
  • Supporting "Safety on Schedule" Strategic Initiatives as needed.
  • Assisting the Manager of Contractor Management, Construction & Operations with updates, documentation, and presentations for the Contractor Management Steering Committee.
  • Coordinating all communication with relevant parties in accordance with the CNL incident management process, emergency preparedness arrangements, and all relevant CNL requirements.
  • Ensuring a document plan of action is agreed upon with clear roles and responsibilities after communicating with all relevant parties following an incident.
  • Coordinating with relevant parties to preserve the incident site, ensure safety, and make arrangements to stand down the contractor and/or type of work across the site or CNL based on the significance, risk, and potential extent of the condition.
  • Ensuring ongoing coordination of matters against the agreed action plan until satisfactory closure, including disposition of all matters needed for return to work, such as probationary periods and enhanced oversight by CNL, if required.
  • Assisting in any subsequent investigations, Actual Cause Analysis (ACA), or Root Cause Analysis, and collaborating with relevant parties to ensure the incident is reported through appropriate channels such as Rapid Learning, ImpAct, MTM, or CARB.
  • Problem-Solving
    • Communicating and providing analyses of information/data to consult and collaborate on client issues.
    • Providing input and authoritatively recommending solutions/approaches.
    • Escalating highly complex or highly specialized issues to higher levels with recommendations.
  • Recommendations and Decisions
    • Making recommendations on expenditures.
    • Providing input into Contractor Management, Supply Chain, and Construction Management Strategy.
    • Offering input into elements of strategic CNL plans based on own expertise.
    • Translating strategy into tactical plans.
  • Risk Management
    • Supporting the resolution of situations to contain/mitigate mid- to long-term risk across the department in accordance with established and developing policies.
    • Recommending decisions with lasting impacts, ensuring risks to the organization are substantial.
    • Ensuring employees across the portfolio are fully aware of emergency response processes and ensuring that safety standards are followed.
  • Continuous Improvement
    • Fostering and supporting broadly impacting innovation and continuous improvement initiatives with significant impact across the Contractor Management - Construction and Operations
    • portfolio and CNL.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
    • SCMAO, PMP, Occupational Health and Safety, Trade or equivalent are considered assets.
  • Experience
    • 10+ years of experience in construction, OSH or Contractor Management related fields.
    • Project management and process management are considered assets.
  • Knowledge, Skills & Abilities
    • Resolve complex and specialized issues with contractors/sub-contractors.
    • Knowledge of developing collaborative long-term strategic agreements and relationships.
    • Demonstrated ability to work within high-performing integrated programs or project teams.
    • Excellent communication and interpersonal skills and the proven ability to mediate and negotiate well.
    • Excellent business judgment and savvy, with a proven ability to make decisions under pressure that have a high consequence for risk, performance, and budget.
    • Strong written and verbal communications.
    • Strong business ethics and process orientation.
  • Security Clearance Eligibility Required
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's "Standard on Security Screening" and the "Policy on Government Security."

Working Conditions:

  • We have a compressed work week, which consists of a four-day work week and ten hours a day - starting at 6 am.
