Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

The Supply Chain Management Shared Service (SCMSS) is a new organization that supports healthcare delivery across Manitoba by contracting, procuring and distributing supplies, equipment, and services to service delivery organizations (SDOs) across the Health sector. Additionally, the SCMSS leads the category management Health and Population Cluster for the Government of Manitoba and is responsible for establishing contracts for in-scope items that can be used by stakeholders across the Government of Manitoba and other public sector partners.

The Director Provincial Contracting Services will play a key role in establishing and leading the new Supply Chain Management Shared Service within Shared Health and provide on-going leadership to drive innovation, mitigate supply risk, and improve supplier performance.

Main Function

This role will establish and lead a Category Management approach for team of approximately 35 responsible for contracting approximately $900 million in annual spend on behalf of Shared Health, its service delivery organizations, and other partners in the Manitoba public sector. The Director Provincial CM assumes a leadership role in managing a Category Cluster aligned with the provincial collaborative procurement governance model and in support of meeting the needs of pan-governmental stakeholders. The Director Provincial CM works closely with the Government of Manitoba Procurement Centre of Excellence (CoE), line departments and key suppliers to drive successful category initiatives and procurements.

The Director Provincial CM is responsible for managing the end-to-end supply chain process to ensure the effective delivery of category-managed procurement while attaining the best value, in compliance with all relevant trade agreements, legislation, policy, processes and directives. Working collaboratively with other SCM Shared Service Leads and other provincial stakeholders, the Director Provincial CM conducts demand planning across all Health service organizations and the broader government public sector organizations for the categories within the Cluster.

The Director Provincial CM provides leadership and advice on category management matters and represents Shared Health on provincial and national initiatives and committees such as the national group purchasing organization HealthPro and other pan-Canadian initiatives

Experience

7 years of experience managing a client service focused team in the delivery of enterprise-wide supply chain management functions including contracting and procurement in a large publicly funded multi-enterprise network, preferably in the public sector and/or health, with 5 years of experience:

  • Managing supply chain within a category management environment, developing strategic approaches in a multi-facility / entity organization
  • Creating and leading collaborative teams, mentoring and building individual and team capacity to support full staff and engagement and performance
  • Leading business transformation programs in supply chain management
  • Developing and implementing customer-focused annual operating plans and leading strategic sourcing plans, contracting and procurement
  • Influencing executive and senior management, key stakeholders, and negotiating and managing vendor contracts for outsourced materials and services
  • Working with enterprise resources planning systems in contracting and procurement (e.g. SAP)
  • Creating metrics and quantitative reporting of organizational performance against established targets
  • In public sector procurement (tenders, RFXs, etc.)

Other combinations of work experience and qualifications may be considered.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in supply chain management, business administration, commerce or a related field from an accredited education institution
  • Additional specialized training in supply chain management, particularly category management and strategic sourcing is preferred

An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Active member in good standing of an associated regulatory body as appropriate
  • Supply Chain Management Professional (SCMP); or related designation in logistics or supply chain are assets

Qualifications and Skills

  • Demonstrated mid- level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple client sites, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common dedicated and focused time for planning and concentration can be scheduled
  • Travel throughout the province requiring a valid Manitoba driver's license and use of a personal motor vehicle
