About the role
Join the Housing program team in the Bilingual Senior Specialist, Project Management position. In this role, you will oversee the successful delivery of large, highly complex, enterprise-wide and/or high-risk projects, ensuring appropriate identification of risks and risk mitigation strategies, and ensuring tracking of progress and delivery against goals.

This is a temporary position until December 2025.

What you'll do:

  • Collaborate with the Project Sponsor and/or Business Lead to develop a project charter and detailed project plan that establishes the scope, assumptions, constraints, deliverables, interim milestones, budget, timelines and creation of the project team.
  • Advise on and seek recommendations from the project sponsor and/or Management with regard to dependencies for successful delivery of projects, recommended costing, timing and resource requirements.
  • Ensure risks are identified and documented that may affect the budget, timing and successful delivery against plan. Work closely with the Project Sponsor and/or Business Lead to ensure risk mitigation strategies are utilized to resolve issues in a timely manner. Escalate issues as appropriate to senior project management and operational management, providing a recommended action plan as needed.
  • Use the agreed project charter to define in detail and document the objectives for the project, determine budgetary requirements, and the composition, roles and responsibilities and terms of reference for the project team.
  • Work closely with the Business Lead and/or project teams to monitor progress against defined deliverables, ensuring issues are documented and addressed and that the project adheres to the agreed schedule and budget.
  • Oversee and coordinate the work of internal and external resources assigned to the project.
  • Provide regular reports to the project sponsor and/or Management to ensure there is a common understanding on progress against targets and budget. Make recommendations to mitigate identified risks and to address potential, emerging issues.
  • Ensure that a plan for benefits realization of the project is established with baseline measurements captured at the beginning of the project and that benefits achieved are measured at completion of the project.

What you should have:

  • An undergraduate degree in business administration, commerce or a related discipline.
  • A minimum of seven (7) years of prior relevant experience including experience managing complex, cross-functional, high risk projects.
  • Certified Project Management Professional credentials.
  • A demonstrated experience managing systems-based projects utilizing industry standards and best practices.
  • Demonstrated written and oral communication skills. Ability to deliver a persuasive, clear presentation of ideas that will convince others and gain acceptance of proposals or plans.
  • Diplomacy and strong interpersonal skills are critical. Leadership skills are required to present complex results, influence behaviour, negotiate and set policy direction, and persuade others to take a course of action.
  • Sound analytical skills with a demonstrated ability to capture and synthesize information to develop recommendations and provide advice.
  • Bilingualism (English and French).

It would be great if you also had:

  • A certified Change Management Professional (CCMP).
