Reporting to the Manager of Performance Accountability and Funding Allocation, this role is responsible for supporting grant management/funding distribution, the development of service accountability agreements, coordination reporting requirements to support performance management, and analyzing performance results for assigned Health Services Providers to help identify system risks in a timely manner. This role requires the ability to develop a strong understanding of business processes and collaborate with multiple teams to support system improvements. Success in this role requires strong analytical, communication, and problem-solving skills, as well as the ability to contribute to creating efficiencies through a solid understanding of business processes.
Here is what you will be doing:
Key Responsibilities:
Coordinates the annual accountability agreement process including providing recommendations for guiding principles, negotiation of volumes and outcomes with health service providers in conjunction with funding allocations and in accordance with ministry and Ontario Health directives.
Coordinates quarterly health service provider reviews using appropriate methods to monitor and evaluate performance; including financial, statistical and service quality that enhances accountability, ensuring alignment with Ontario Healthcare Reporting Standards (OHRS) guidelines, and annual business plans.
Synthesizes complex data and translates it into meaningful, relevant information for decision making at all levels of the organization.
Provides Health System Funding Reform (HSFR)/Growth and Efficiency Model (GEM) knowledge which includes both the Health Based Allocation Model (HBAM) and Quality Based Procedures (QBP).
Monitors funding and financial management related issues of health service providers using performance indicators and benchmarks to identify risks and opportunities for improvement including issue management and escalation process.
Collaborates and provides guidance for preparation of business cases, briefing notes, capital projects, and other specific projects as assigned.
Participates on Ontario Health Central Region stakeholder groups including hospital, community and long-term care sectors and other working groups as required.
Provides internal educational training or ad-hoc presentations as required.
Develops collaborative relationships with Ministry, other Regions and health service providers.
Other duties as required.
Here is what you will need to be successful:
Education and Experience:
University degree in health administration, business, accounting and/or finance.
Chartered Professional Accountant designation (CPA) or actively pursuing is preferred.
Three (3) years' experience performing financial analyses and critical evaluations of complex financial programs in a health care sector organization.
Proficiency with Microsoft Office tools, particularly Excel, Word and PowerPoint and SharePoint.
Previous experience with Ministry of Health, Ministry of Long-term Care or Health Care Providers an asset.
Knowledge and Skills:
Previous experience with Ministry of Health, Ministry of Long-term Care or Health Care Providers an asset.
In-depth understanding of the health-care system, its stakeholders, programs and issues.
Solid understanding of provincial funding models in use across one or more health-care sectors (HBAM, GEM, QBP, PCOP, etc.) and familiarity with government financial processes, policies and standards.
Demonstrated experience to identify and respond quickly to emerging issues and priorities.
Working knowledge of provincial, financial, clinical and administrative data sets (e.g., DAD, NACRS, NRS, CCRS, OMHRS, WTIS, OCDM, Community sector data) preferred.
Uses information to make informed decisions and provides advice; exercises high degree of independence and professional judgment in problem solving
Solid written and verbal communication skills. Internally, communicates with colleagues throughout the organization to present, discuss information and problems related to financial management and funding. Externally, communicates directly with various stakeholders to monitor funding allocations and performance.
Strong attention to detail, demonstrated integrity and professionalism with a solid understanding of financial controls.
Excellent analytical and problem solving skills required.
Must be highly organized and able to thrive in a fast-paced environment with multiple priorities.
Proficiency in French is an asset.
