The City of Cambridge has a temporary opening for a Job Evaluation Specialist available immediately. Reporting to the Manager of Human Resources, the Job Evaluation Specialist is responsible for administering staff compensation and job evaluation plans. The Specialist will support the Manager and provide in-depth analysis and recommendations on compensation-related matters and will be a key contributor to the annual compensation process. The Specialist will also oversee and facilitate all Job Evaluation and Pay Equity programs and related processes. The Specialist will partner with colleagues in Human Resources and leaders across the organization on matters related to job evaluation.
• Provide subject matter expertise to both employees and managers in areas of job evaluation and salary administration. Offer proactive analyses of issues and develops solutions in consultation with key stakeholders.
• Oversee the job analysis process; the garnering of job content information via the creation of job descriptions and completion of job questionnaires; liaise with management on accuracy of information and consistency of qualifications, while ensuring standards are being maintained. Ensure job descriptions and job analysis questionnaires adhere to a set standard of quality and provides appropriate instruction/training and guidance to managers. Recommend and advise management on job description development through analysis of expected outcomes and external market indicators.
• Lead the administration of all Job Evaluation plans and ensures compliance with pay equity guidelines, Living Wage guidelines and all applicable legislation. Make recommendations on implementation of legislative changes and monitors to ensure compliance and consistent application. Develop and recommends improvements to policies, procedures, documentation, forms, and tools for managers and employees as they relate to the Job Evaluation System.
• Support the Manager in the Non-Union job evaluation process including the evaluation and reconsideration process, documenting, and communicating decisions and processing pay adjustments. Leads in the research, collection, compilation of compensation data and evaluation of appropriate job description for all non-union job classes.
• Lead and coordinate the Job Evaluation Committee group(s) and manage the process of new job classifications, re-evaluations, and appeals. Deliver training programs for union job evaluation committees on their responsibilities, respective evaluation tools and processes, and trains staff and management on the job evaluation process.
• Conduct research and analysis on market compensation trends, legislative requirements and ministry directives related to the municipal sector compensation policies; participate in compensation surveys and/or compilation of market data to assist in external benchmarking. Interpret complex financial and statistical HR data and conducts analysis using advanced techniques widely accepted by human resources compensation professionals.
• Create and maintain training materials, SOPs, user manuals and other documentation relating to job evaluation and compensation processes and procedures; maintains all supporting documentation related to compensation and job evaluation for retrieval and audit purposes.
• Manage the administration of position management working closely with Senior Financial Analysts to ensure accuracy and consistency of information. Supports cityONE system users with position management-related inquiries.
• Liaise with/instructs recruiting team for posting requirements/coordination.
• Perform miscellaneous job-related duties as assigned.
This position is within Grade 4 of the Non-Union Salary Schedule and has an annual salary range of $84,066 to $102,521. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.
Monday to Friday - 8:30 a.m. to 4:30 p.m. (35 hours per week)
