2 Year Contract
Under the direction of the Manager, Business Solutions & Project Services, the IT Business Analyst is responsible for participating in the development and implementation of innovative technology solutions, including providing support and enhancements to existing business applications. Works closely with business users, project sponsors, subject matter experts, and external vendors to translate business needs into detailed documented requirements, functional designs, business process flows and quality assurance plans. The IT Business Analyst is a critical link between the Information Technology Department and business groups within the organization to ensure the successful delivery and operation of high-quality enterprise systems and technology solutions.
Completion of a University Degree in Information Technology, Computer Science, Computer/Software Engineering, or related field of study, or an approved equivalent combination of education and work experience.
Demonstrated progressive experience as an IT Business Analyst in a public or private organization. Municipal or public sector experience would be an asset.
Demonstrated experience in business analysis techniques such as gathering and interpreting client requirements, interviewing clients, process mapping and optimization using industry standards and frameworks, as well as project management techniques/life cycle in a technical environment.
Strong communication skills, verbal and written, to present information, conduct meetings, and the development of reports and presentations for a variety of audiences inclusive of Council, senior management, and the public. Solid interpersonal and influencing skills.
Demonstrated organizational, analytical, problem solving, and time management skills to handle multiple deadlines and priorities in a fast-paced environment.
Experience gathering information, analyzing, and translating business requirements into conceptual and physical models. Innovative and inquisitive thinker ready to question the status quo, with ability to identify and solve application and software problems. Knowledge and experience in Project Management life cycle.
Knowledge and experience with research methodology, design and programming techniques, basic level programming code and database technologies to provide technical solution recommendations. NET, CrystalReports, ASP, Visualbasic, JavaScript, C#, HTML5, IIS, XML, jQuery, writing SQL queries.
Understanding of and experience with ORACLE database, tools and products, and SQL/PLSQL.
Working knowledge of servers and operating systems, personal computers, networking, internet technologies, and IT best practices and emerging technologies; experience with major application integration, implementation, and upgrades.
Awareness of best practices in IT service and solution delivery such as ITIL, COBIT, Lean/Six Sigma, Project Management Professional (PMP), and change management.
Demonstrated ability to learn new technologies, assist in code reviews, and write documentation in approved formats.
Class G driver's license and reliable vehicle for use on corporate business.
