Ontario Health atHome is looking for an experienced Senior Leader who contributes to the overall success of Ontario Health atHome in the West Region by providing effective leadership and strategic direction in patient care and contract management to Hamilton, Niagara, Brant, Burlington and Erie St. Clair region.

Reporting to the Vice President, Contracts, the Director, Patient Care Contract Management is responsible for managing the overall Quality and Performance Management process related to Ontario Health atHome Providers and Vendors. This position oversees all aspects of Patient Care Service Provider Organization (SPO) and Vendor contracts, including the negotiation, preparation, monitoring and evaluation in accordance with performance standards and ministry-defined goals. The role also:

  • Oversees Quality Improvement Notices (QIN) of Ontario Health atHome Service Provider Organizations including the preparation, monitoring and follow-up on recommendations pertaining to performance requirements.
  • Provides expert advice to Ontario Health atHome Senior Leadership on quality and performance accountability matters, SPO and Vendor contract management and procurement as required.
  • Provides project management, strategic direction and leadership to all Contracts staff team members and performance management for direct reports on the team.

What will you do?

Contract Management

  • Develops contract management strategies, policies and procedures regarding patient services procurement, contract management, monitoring and compliance within the provincial procurement framework
  • Ensures appropriate controls, quality standards and risk management strategies are in place for all contract initiatives
  • Provides expertise and senior level advice to the development of appropriate language, business requirements, and performance standards within contracts
  • Obtains legal advice when appropriate to mitigate risk
  • Institutes administrative policies and practices for the ongoing review of existing contracts, volume management and initiation of corrective action when necessary
  • Works with Finance to ensure expenditures for contracted Service Provider Organizations (SPOs) and Vendors are according to fiscal resources.
  • Liaises with SPOs and Vendors to resolve issues
  • Identifies and implements appropriate procurement and contract management strategies in line with MOHLTC Contract Management Guidelines, MOHLTC Procurement Policies and Procedures, and provincial Contract Performance Framework.
  • Where appropriate, leads SPO and Vendor RFP process to deliver open and fair competitive bidding process
  • Directs, mentors and educates contracts staff, Service Providers and Ontario Health atHome staff on contractual obligations and requirements
  • Supports the organization in establishing business processes and practices that are consistent with SPO and Vendor contract requirements
  • Participates in Provincial Committees and working groups to explore new methodologies and best practices relating to Performance Management, Contract Management and modernization

Leadership

  • As a senior leader participates in the development of the annual organizational priorities and work plans
  • Articulates and constantly monitors key metrics of the department to assess their efficiency and effectiveness to ensure the highest level of service is being provided
  • Provides expert advice to senior leaders and Executive leadership on future needs and the impact of emerging trends and priorities
  • Promotes integration of activities across portfolios and Ontario Health atHome regions and monitors achievement of objectives
  • Provides strategic input to support the planning, development and deployment of new patient care programming and service delivery models
  • Represents Ontario Health atHome in provincial and regional committees, demonstrating high level political acuity to ensure successful representation; participates on provincial groups as required

Relationship Management

  • Strong relationship management skills, including engaging, communicating with and collaborating with stakeholders to enable the development of a sustainable health system
  • Represents Ontario Health atHome at conferences and provincial meetings
  • Provides leadership to support the effective engagement and collaboration of Service Provider and Vendor partners
  • Collaborates with stakeholders to identify department needs and develop strategic options and plans
  • Develops and maintains collaborative relationships at all levels of the organization to ensure the most effective services are planned and provided

Management of Human Resources

  • Cultivates an environment that retains and attracts exceptional people and that supports life-long learning
  • Provides leadership to all department members and manages in a manner that motivates, guides and directs employees to the realization of Ontario Health atHome, objectives and performance expectations; maintains a work environment that promotes participation, team work and positive employee relations
  • Ensures that staff orientation, learning and development plans are according to Ontario Health atHome policy, procedure and guidelines
  • Ensures recruitment, performance evaluation, coaching, discipline and termination where necessary are according to Human Resources policy and within the context of collective agreement(s)
  • Ensures the effective and efficient distribution and utilization of department members based on the established productivity levels, program goals and guidelines
  • Leads regular department meetings to set goals and monitor department performance and engages the team in successful accomplishment of goals
  • Holds people accountable to standards of performance including conducting annual performance appraisals that support staff in establishing and attaining performance goals
  • Manages attendance according to policy

  • Participates in mandatory learning/education to maintain and update skills and knowledge whenever deemed necessary

What you must have?

Education

  • University degree in Business, Health Administration, or related field (or equivalent combination of experience and education)
  • Masters/Degree in, business administration or equivalent experience in a health care environment and appropriate accreditation an asset (Health or Social Sciences, CSCMP, CMA, CGA, PMP etc.).

Knowledge/Experience:

  • Seven (7) years experience and significant knowledge in performance management and evaluation techniques in one or more health sectors related to administrative, or clinical performance.
  • Demonstrated experience in leading negotiation of agreements and possesses strong conflict resolution skills.
  • Strong Inter-personal skills and proven ability to build and maintain strategic relations with diverse health service providers.
  • Proven ability to effectively manage complex and sensitive agreements and contracts.
  • In-depth experience in and expert working knowledge of procurement and contract management concepts, strategies and standards including legal issues.
  • Demonstrated knowledge and experience performing evaluations, interpreting and analyzing performance data, including financial and quality indicators and familiarity with monitoring approaches, processes or systems.
  • Superior experience in project administration/management and project management methodology, including use of project management software is an asset
  • Advanced knowledge of public sector and health care contracting procedures, specifications and documentation requirements.
  • Experience in conflict resolution and management.
  • Excellent communication skills to effectively communicate with all staff at all levels, including the general public.
  • Demonstrated Leadership, Performance Management/Supervisory experience
  • Strong teamwork and customer service skills.
  • Proficiency with PC-based hardware/software and inter / intranets.
  • Sensitive to working in a culturally diverse environment; ensures differences are respected
  • Resolves challenges by fostering collaborative innovative problem solving and resolves conflicts by relationship building with internal and external stakeholders.
