About the role
Join the Corporate Affairs and Policy Team at CMHC under the Senior Vice-President of Corporate Affairs and Policy. In this role as Advisor, Policy, you will bring your deep subject matter expertise to influence and lead intelligence gathering, policy advice and interpretation, briefings and decision documents and provide substantive strategic advice on complex issues to senior management.

This is a temporary position of 18 months.

What you'll do:

  • Advise on research and consultation strategies to support policy advice and lead the dissemination and application of research findings.
  • Guide and oversee the use of research findings, including best practices, and analytical techniques for the preparation of recommendations to senior management and government for new or revised strategies, policies, programs and products.
  • Manage the development of key briefing and decision documents, position papers, briefing materials, and correspondence for senior management and the departments.
  • Manage economic risk, housing market risk and macroeconomic risk relating to policy.
  • Provide analysis and recommendations to departments through a team of internal specialized professionals from various sectors, including Policy, Legal, Finance, Audit and Investments.
  • Manage key relationships and lead negotiations with clients and stakeholders.
  • Lead or support senior-level interdepartmental and/or intergovernmental committees, working groups and forums to build relationships and promote collaboration across federal departments and with internal and external stakeholders.

What you should have:

  • An undergraduate degree in a related field such as law, political science, public administration, commerce, or finance.
  • A minimum of 10 years' experience in research and consultation to support policy.
  • Demonstrated experience in providing leadership and guidance to others to achieve results. Ability to distill and synthesize large volumes of complex information into clear and concise insights.
  • Strong oral and written communication skills (in both official languages), including influencing and persuasion skills.
  • A well-developed quantitative and qualitative analytical skills, research, and issues management skills.
  • Knowledge of legal, financial, operational, and reputational risk management.
  • Ability to interact with senior management on sensitive issues.
  • Bilingualism (English, French).


It would be great if you also had:

  • In-depth knowledge of housing finance or housing system in Canada and internationally.
  • Experience with public policy development and advice to senior leadership and/or ministers.
