The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

The AGCO has an exciting opportunity for a Data Governance Lead within the Enterprise Data and Analytics team. Reporting to the Senior Manager, Data Governance and Information Management, you will play a key role in implementing the AGCO's data governance program and delivering critical Data Governance (DG) services. This role provides specialized program and technical expertise to ensure AGCO's data assets are effectively governed, optimized for enterprise value, and compliant with applicable legislative and policy frameworks.

As the Data Governance Lead, you will lead the implementation and maintenance of data governance policies and develop related processes and procedures, driving their adoption across the organization. You will also provide senior-level guidance, collaborate extensively with internal and external stakeholders, and lead / support enterprise-wide initiatives to strengthen data management practices.

About the job

In this role, the successful candidate will:

• Lead the planning process to identify data governance activities, services and initiatives which will mature the DG program, aligning these with corporate and Information and Information Technology (I+IT) strategies and priorities.
• Establish data governance entities and frameworks for decision-making, adapting these as needed to accommodate changes in organizational resources and direction.
• Conduct assessments of AGCO against established data governance maturity attributes, identifying areas for improvement and driving associated initiatives.
• Identify and mitigate risks related to technology deployment, collaborating with Legal, Privacy, Cybersecurity, and other stakeholders for risk acceptance, mitigation, and avoidance.
• Manage data governance technologies, ensuring problem resolution, service level monitoring, and seeking efficiencies, including incorporating new capabilities and decommissioning outdated systems.
• Oversee publication and maintenance of data governance policies, working with domain leads on DG-related standards (e.g., sensitivity, privacy, data quality), and communicate these across the organization.
• Integrate data governance considerations into key AGCO policies and processes - for example, ensuring DG requirements are incorporated into procurement and contract oversight with third-party providers.
• Continue to develop and expand the AGCO Enterprise Data Catalogue as a key enabling technology for data governance and integrate with data management, modelling and integration solutions, platforms, and processes.
• Analyze and interpret complex data governance issues, formulate options, make recommendations, and secure appropriate approvals.

What you bring to the team

The ideal candidate will have:

• Six (6) plus years of practical and related experience, along with a university degree in a relevant field (Public Administration, Information Science).
• Extensive knowledge of and demonstrated ability to interpret applicable legislation, guidelines, and policies, with experience making representations in these matters.
• Knowledge of policies, business rules, procedures, and guidelines relating to data management, including classification, retention, and disposition of information.
• Experience in developing maturity and risk assessment tools, methodologies, policies, and procedures to effectively manage and govern information and data.
• Good understanding of related disciplines such as security, IT system design, policy development (privacy or security), business and data architecture, legal processes, risk management, project management.
• Excellent knowledge of emergent standards for data management, including de-identification of personal information, data quality assessment, and experience with applying these in information and technology systems.
• Familiarity and experience with Policy and Guidelines released by the Ontario Ministry of Public and Business Service Delivery and Procurement and/or the Information and Privacy Commissioner of Ontario.
• Professional certification in applicable areas (Privacy, Recordkeeping, Data Management) is an asset.
• Exceptional interpersonal, presentation, and communication skills (written and verbal).
• The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
