The Highway Upload Secretariat is a dynamic, multi-disciplinary team responsible for the overall strategy, program management and cross-government and municipal coordination supporting the upload of selected municipal highways / expressways to the province. We are seeking a licensed engineer with a passion for leading from the front lines. As a lead engineer on our team, you will spearhead a team in the assessment, coordination, and oversight of complex, multi-disciplinary transportation project; your expertise will be crucial in developing and implementing recommendations that will help meet the Ministry's mandate and business needs.

What can I expect to do in this role?
In this role, you will: • lead and direct project teams, staff and consulting engineers on transportation projects. • provide expert engineering and technical expertise to internal and external clients and stakeholders • lead and coordinate the delivery of information to senior management, local municipalities, and/or other stakeholders. • lead to assessments for project proposals to secure funding and approvals. • oversee multi-disciplinary teams responsible for developing scope of work for projects and Requests for Proposals (RFP) documents.
How do I qualify?
Mandatory
• The positions require the successful candidates to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired. • You must be a Professional Engineer, licensed with Professional Engineers Ontario (PEO).
Leadership Skills
• You have leadership skills to oversee and facilitate the planning, leadership and coordination of multiple large projects to ensure timelines and delivery are met. • You can identify and successfully resolve complex and contentious issues, including coordination of specialized engineering and technical requirements. • You can lead and coordinate end-to-end delivery of complex projects and activities.
Technical Knowledge
• You have knowledge of civil engineering theories, principles, and practices applicable to highway design with specialization in highway engineering. • You have knowledge of engineering codes and standards as well as applicable legislation and ministry policies to provide technical leadership and oversight. • You have knowledge of other specialty areas such as geotechnical, structural, and pavement design and how they interact to understand how design practices or changes may impact the ability to deliver projects.
Project Management Knowledge and Skills
• You have knowledge of contract management policies, procedures, and practices to oversee engineering proposals, their developments and assessment of implementation. • You have knowledge of program performance measures to establish timelines, deliverables, and monitor progress. • You have knowledge of risk management and assessment methodologies to assess changes and impacts to current standards and to mitigate risk on multiple projects.
Analytical and Problem-Solving Skills
• You have analytical skills to assess and resolve complex problems related to project deliverables. • You can research and synthesize information to develop recommendations on complex engineering and contract management matters. • You can evaluate conformance to ministry requirements and adopt or modify existing methods and/or procedures to develop alternative solutions.
Communication and Relationship Management Skills
• You have communication skills to relay complex technical information to ministry colleagues and build consensus among a multitude of diverse opinions. • You can develop and maintain effective working relationships with stakeholders. • You can prepare and present complex technical and sensitive materials to obtain endorsements for recommended proposals. • You can discuss controversial or sensitive issues with high degree of political acumen.
